| 摘 要： | 探讨了森林资源特性与林业部门政府职能的关系,提出了林业部门的政府职能要以政府生态管理为核心,以经济职能和社会服务职能为重点;政府职能转变要以生态文明建设为目标,以现代林业建设思想为指导,不断扩展林业的发展空间和社会服务功能,为社会提供良好的生态环境和生态服务。
