摘    要:公共行政组织必须适时调整和变革,以适应迅速变化和发展的社会环境,而变革的成功与否很大程度上取决于变革的动力和阻力相互作用形成的合力.深入剖析公共行政组织变革中的动力及阻力,化阻力为动力,对于推动行政组织变革,提高行政效率有着极为重要的意义.

Abstract:Public administrative organizations should adjust and reform timely to adapt to the changing and developing social environment. However, whether the transformations will succeed or not rely mostly on the joint forces formed in the interaction of the impetus and obstructive force of administrative organizational transformations. We should analyse the impetus and obstructive force of administrative organizational organizations. , turn obstructive force into impetus, the reformation of public administrative organization will be push forward ,the administrative efficiency will be improved.
