| 摘 要： | 辽宁沿海经济带被列入国家级区域开发战略,为经济带的发展带来了历史性机遇。目前辽宁省沿海经济带不仅经济发展极不平衡,而且各地市的财政收入和支出、固定资产投资、利用外资等也极不平衡;辽宁沿海经济带建设的财政资金来源应以中央为主、地方为辅,通过中央财政专项、税收优惠、政策性金融支持、增值税试点改革、市场化资源配置的BOT、PPP模式等具体的财政政策,支持辽宁省沿海经济带建设。 |
