城镇土地利用潜力评价方法研究

研究目的：研究合理的城镇土地利用潜力评价方法。研究方法：分析城镇土地利用状况及潜力指标的内涵、关系，设计土地利用状况描述的4元组模型、单项潜力评价的指标增量模型，综合潜力评价的分析模型及城镇土地利用潜力评价的技术流程，并对基于加权距离的指标空间聚类、基于用地依赖的功能分区聚类、应用叠置法划分潜力评价单元、土地潜力分级与挖潜改造决策等关键环节进行阐述。研究结果：研究方法能保证评价过程透明和评价结果科学，在实践应用中得到验证。

Study on Methods of Evaluation on Urban Land Use Potentials

The purpose of the paper is to find out reasonable methods to evaluate on urban land use potentialities. The paper analyzes the connotation and relationship between urban land use status and potentialities indexes, designs 4-tuple model describing land use status, index incremental model of single potentialities evaluation, model of comprehensive potential evaluation as well as technological process for evaluation on urban land use potentials, and set forth some key lines such as spatial-clustering by weighted distance, function areas demarcated by dependence or clustering coefficient between main land types, evaluated units built by regions overlaid and spit, land potential grading and decision-making for urban redevelopment. It is concluded that the evaluation methods have been verified in the practice in the ways of overcoming the shortage of traditional methods as well as ensuring the transparent evaluation process and scientific evaluation result.
