| 摘 要： | 入世以后有效提升国有企业的竞争力是亟待解决的重大问题。科学的人力资源开发是提升国有企业竞争力的关键。针对当前国有企业人力资源开发中存在的问题，必须探讨人力资源开发的新战略：制定优惠政策，留住和吸引人才；加大内部培养力度，盘活内部人才存量；深化制度改革，致力机制创新，用好各类人才。

The paper states on the problems that occurs during the course of developing human resource in China's SOEs, and gives suggestions on human resource development. |
