振兴东北老工业基地应着力解决的几个问题

振兴东北老工业基地,是党中央、国务院继建设沿海经济特区、开发浦东和实施西部大开发等重大战略部署之后而做出的又一重大决策.振兴东北老工业基地主要应着力解决以下六方面的问题,即理顺政企关系,扩大企业经营自主权;改善投资环境,吸引和鼓励社会各方资金参与东北振兴;培育和提升优势产业;树立以人为本的发展观,做好人才工作和人才队伍建设;分离企业办社会职能和分流富余人员,减轻企业负担;建立和完善社会保障制度.

Several important problems in reforming northeast old industrial base

Reinvigorate northeast old industrial base is another important policy decision that the Party Central Committee and the state Council made,it follows building coastal economical characteristic area;develop PuDong and western area. To reform northeast old industrial we base should mainly solve such six problems:straighten out political and business relationships, widen companies' own manage mental right;improve investment environment,absorb and encourage social capital's cooperation; build and promote advantage industry;set up a develop view that takes human beings as the dominant factor,do good at the work of person of talent and team building;separate business' social function and unemployed persons;reduce business' burden;build and perfect social insurance system.
