| 摘 要： | 在阐述工程设计与工程造价的关系及其重要性的基础上,提出控制建设工程造价要把控制重点转移到建设前期的投资和设计阶段;限额设计方法对控制工程造价具有重要作用;要抓住设计这个关键阶段,它对控制工程造价具有重要的现实意义。
