利用农产品期货市场完善粮食流通体系

本文认为,期货市场所特有的价格发现和套期保值功能为有效解决粮食流通体制改革中存在的问题提供了解决途径。目前,我国期货市场正由分散建设逐步趋向于集中规范,其功能和作用日益增强,但期货市场本身还存在着市场规模过小、交易品种过少、流动性不足、对进入主体和资金限制过多导致套期保值者过少及因限制外国资本进入而使国际期货市场与国内期货市场内在联系被割断等缺点。为充分发挥农产品期货市场对粮食流通体制改革的促进作用,必须在认识农产品期货市场不足的同时,积极采取应对措施,创造宽松的政策环境,放开市场准入限制,培育机构投资者,优化期货市场的主体结构,逐步推进我国期货市场的对外开放,提高期货市场的国际化水平。

Take Advantage of Futures Market of Agricultural Products to Promote Grain Circulation System

The author points out that the role futures market plays in price discovering and hedging provide us a way to effectively solve the problems with institutional reform in grain circulation.At present,China's futures market is developing on the road to be integrated and standardized and the role it plays is becoming increasingly enhanced.But,there are still some problems with this market,such as the problems of small scale,the lack of variety,the lack of liquidity,the lack of hedger,etc.To give full play to the role of futures market of agricultural products in promoting reform in grain circulation system,we should identify disadvantages of futures market of agricultural products,positively adopt countermeasures,create easy policy conditions,cultivate institutional investors,optimize market structure,and gradually promote opening up and internationalization of futures market.
