"一带一路"民心相通的理论建构及路径选择

民心是最大的政治,民心相通是国际关系中最基础、最坚实、最持久的互联互通.民心相通是共建"一带一路"沿线国家及民众之间通过相互交流与合作,在自律、互信的基础上,不断增进彼此之间的集体认同,从而构建人类命运共同体的过程.从建构主义的视角来看,民心相通是基于观念的社会建构,也是"一带一路"沿线国家之间实践活动的结果.从相互依存、共同命运、同质性、自我约束等四个主变量出发建立分析框架,有助于自我与他者之间实现对话沟通,建立信任,进而建构基于国家之间友好的集体认同,逐步内化人类命运共同体理念.从建构主义路径出发,推进"一带一路"民心相通要从深化战略互信、增强共同利益、促进人文交流等方面着手进行.

Theoretical Construction and Path Choice of People-to-People Connectivity in the Belt and Road Initiative

Popular support is the biggest political issue, and people-to-people connectivity is the most basic, solid and lasting connectivity in international relations. People-to-people connectivity is the process that countries and people along the Belt and Road Initiative through the exchange and cooperation constantly enhance their collective identity on the basis of selfdiscipline and mutual trust, so as to build a community with a shared future for mankind together. From the perspective of constructivism theory, people-to-people connectivity is the social construction based on ideas, also is the result of practice activities among countries along the Belt and Road Initiative. Starting from the four main variables of interdependence, common destiny, homogeneity and self-restraint, this paper establishes an analytical framework, which helps to realize dialogue and communication and build trust between self and others, and then constructs the collective identity based on the friendship among countries, and gradually internalizes the concept of a community with a shared future for mankind. From the perspective of constructivism theory, in pursuing the people-to-people connectivity in Belt and Road Initiative, we should deepen mutual trust, enhance mutual interests and promote people-to-people exchange.
