江苏碳能耗轨迹比较研究

摘    要:利用《IPCC国家温室气体清单指南》中所提供的基准方法,测算全国31个省、直辖市和自治区的碳排放,采取纵向比较和横向比较的方法,全面分析江苏省的能源消耗情况。研究结果表明:在技术水平不断提高的同时,江苏省的能源消耗规模也不断上升,使得江苏省的能源消耗总量在全国处于第一方阵。高新技术产品的规模效应更加明显,说明经济规模与技术进步影响力量的大小取决于政府政策的形成机制以及政策调节的节奏。与此同时,江苏省的碳排放绩效呈现不断上升的趋势,能源利用效率明显提高,得出的结论对江苏省低碳经济的发展具有较强的政策启示性。

Abstract:In this paper,we use the method that comes from "IPCC Guidelines for National Greenhouse Gas Inventories".Calculate the carbon emissions of the 31 provinces,municipalities and autonomous regions.We analyze the energy consumption of Jiangsu Province comprehensively by using the vertical and horizontal comparison methods.The result shows that With the continuous development in technology,the scale of energy consumption in Jiangsu Province has been increasing,which makes the total energy consumption of Jiangsu Province in the first phalanx around the country.The scale effect of high-tech products is more obvious,it illustrates that the influence of scale economy and technological progress depends on the formation mechanism of government policy and the speed of policy changing for applying the new economic conditions.Meanwhile,the performance of carbon emissions in Jiangsu Province is rising continuously,energy efficiency has improved significantly.The conclusion of this paper will have strong policy implications for the development of Low-carbon economy in Jiangsu Province.
