论新农村的特点与新农村建设

什么是农村?什么是新农村?谁来建设新农村?准确回答这些问题,不仅是理论研究的需要,也是社会主义新农村建设实践所必须的。社会主义新农村要具备三个特点:有新的结构,包括新的产业结构、新的城乡结构和新的组织结构;有新的主体,以组织起来的农民为主体,政府的作用重点在服务;有新的功能,新农村要有现代农业生产功能、传统优秀文化保存功能和生态功能。新农村建设既不是把农村变为城镇,也不是把农民固化在乡村。新农村建设的关键在于发挥农民的积极性与主动性,新型农民社区合作组织在新农村建设中发挥着其独特的作用。

The Characteristic in the New Countryside and New Rural Construction

What is the countryside? What is the new countryside? Who comes to build the new countryside? These questions seem simple, but is generally confused understanding in theoretical research and practice. To accurate answer of these questions, is not only the need of theoretical research, but also the necessity of new socialist countryside building practice. This paper holds that, the new socialist countryside should possess three characteristics: first, there should be new structure, including new industrial structure, new urban and rural structure and new institutional framework; second, there should be new subjects, rely mainly on farmers whose tissue stood up, government function focuses on serving; third, there should be new functions, including modern agricultural production function, the outstanding cultural tradition conservation and ecological function in the new countryside. The new countryside building is not to turn the countryside into the cities and towns, or not solidify farmers in the village. The key of new rural construction lies in giving play to farmers' enthusiasm and initiative, the new cooperative association of farmers' community is playing its unique role in new rural construction.
