| 摘 要： | 国务院批复的皖江城市带承接产业转移示范区规划，对基层服务型政府建设提出了更高要求，文章以示范区建设的集中起步区为视角，探讨街道办事处这一区级派出机构在示范区建设背景下的职能转变，同时在明确职能定位前提下，对进一步建设基层服务型政府提出合理化建议。

| Abstract: | The ＂Demonstration Zone Plan for the City-cluster along the Yangtze River in Anhui＂ approved by the State Council lifts the requirements for the transformation of service-oriented grass-roots？governments in Anhui province. Based on the observation of the trial-run areas of this planned Development Zone, this paper tries to explore the function transformation of the community-service office, and make reasonable suggestions of the building of service-oriented governments at the grassroots levels. |
