摘    要:重视区域协调发展,必须把区域人力资源开发与合作放在重要位置.加强区域人力资源开发与合作是促进区域协调发展的重要途径之一.我国区域人力资源的开发与合作存在诸多矛盾与冲突,必须建立一种市场化与政府引导相结合的新机制,缓解和消除区域人力资源开发与合作问题上的不和谐因素,强化合作利益、共享政策,让不同区域共同分享人力资源开发与合作的成果.

Abstract:The recognition of regional harmonious development must attach importance to the work of regional FIR exploitation and cooperation. To strengthen the regional HR exploitation and cooperation is an essential approach to promote the regional harmonious development. There are a good many contradictions and conflicts in our regional HR exploitation and cooperation. It is argued that a new mechanism that combines the adoption of market principle with the direction of government must be established so as to relax and eliminate the disharmonious elements in regional FIR exploitation and cooperation, to strengthen the benefit of cooperation and the sharing of policies, and to allow different regions to share the fruit of HR exploitation and cooperation together.
