摘    要:区域人力资源与社会保障的协调发展对于我国经济的良性稳定发展至关重要,文章开发了一组用于测评区域人力资源和社会保障协调发展的量表体系并对其进行了实证检验.本体系共包含27个具体指标,构成“人力资源蓄流”、“社会保障支撑力度”与“公共服务跟进力度”三个维度,每个维度又各自包含3个子维度.实证检验结果显示其具有较高的测评信度和效度.研究结论为今后围绕区域人力资源和社会保障的协调发展进一步开展相关的理论和实证研究奠定了坚实的基础.同时,所提供的指标体系可以作为一种有效的诊断工具,也对我国政府的相关管理工作有一定的借鉴意义.

Abstract:Coordination development of regional human resources and social security is important for healthy and stable develop ment of China’s economic.This paper has developed a evaluating scale system for measuring a regional human resources and coordinated development of social security.The system contains a total of 27 specific indicators,composing three dimensions of"storage and flow of human resources","support to the Social Security"and"public service follow-up efforts".Each di mension contains three sub-dimensions.The results show they have high reliability and validity evaluation.The research re sult has laid a solid foundation for the future related research.And the indicator system provided by this article can serve as an effective diagnostic tool,which will give reference for the government management.
