| 摘 要： | 本文论述了澳大利亚政府建立财支出规划评价制度的目的，财政支出项目和评价的含义，着重分析了评价的种类，即财政支出的适用性，效率和效果评价，这些评价的主要内容以及在具体情况下应选用哪种类型的评价。文中还对整个评价工作的宏观和微观管理程序作了较全面和系统的介绍。

| Abstract: | The paper outlines the purpose of conducting program evaluations by Australian government and the definitions of fiscal expenditure programs and its evaluations.It analyzes the main types of evaluations conducted and the specific environments and settings in which these evaluations should be used to examine the appropriateness, efficiency and effectiveness of government programs, and it also discusses the Australian program evaluation management system both at the national and departmental levels. |
