| 摘 要： | 简要回顾了福建省永安市集体林权制度改革取得的成效,认为永安市的实践充分证明:改革是林业发展的成功之路,也是林业发展的希望之路。并从改革精神、改革宗旨、工作方法、工作机制等角度论述了永安创造的林改经验,指出永安是改革探索、开拓创新的先锋榜样,永安精神值得发扬光大。同时强调:确权任务基本完成后,如何实现生态受保护,农民得实惠的林改目标成为最关键的问题。必须围绕这个关键问题落实发展林下经济的各项措施,不断完善改革的各项政策。
