| 摘 要： | 介绍了日本森林组合历史沿革、基本特点、组织和管理系统、运行机制、最新发展动向。认为日本在森林组合的发展经验在6个方面对我国林业合作组织的建立和完善有借鉴作用:制定法律法规,保障合作组织规范化运营;及时出台扶植政策,引导发展方向;理顺各方关系,构建高效的管理体制;明确森林组合的公益性质,增强持续培育森林的能力;提高合作组织的素质,强化微观活力;扩大就业,稳定林业人员队伍。
