| 摘 要： | 在界定林权概念的基础上,指出当前加快建立集体林权保护管理体系的必要性和重要性,分析了当前集体林权保护管理现状及存在的4个方面主要问题,一是林业法律制度建设严重滞后,二是缺乏符合林地林木属性的林权保护管理制度,三是集体林权保护管理机构不健全,四是林权保护管理队伍素质整体不高。提出了相应的对策建议。
