公共财政对集体林改的作用实证研究

文章对集体林权制度改革中公共财政支出的具体作用进行了估计。采用林改前的森林覆盖率作为工具变量,处理了各省不同时点进行集体林权制度改革的内生选择问题。估计结果显示,公共财政支持对森林覆盖率增加具有显著作用,并且对后进行集体林改省份的作用效果大于先进行集体林改的省份。

Public Finance Reform on the Role of the Collective Forest Tenure Reform

The paper has estimated the effect of public finance on collective forest tenure system reform. Use the coverage of forest before the reform as an instrument variable to solve the problem of endogenous reform timing of different provinces. The estimated results shows public finance has its statistically evident effect on coverage of forest. And the improvement of coverage of forest of the provinces which start the reform later is better than those of the earlier provinces.
