大力推进农村剩余劳动力转移:离乡又离土

过去的20多年，巨大的农村劳动力流动，极大地推动了我国经济的发展，然而要实现全面小康。完成工业化、城市化，就必须使农村剩余劳动力离乡不离土的流动转变为离乡又离土的转移。为此．政府必须破除一切制约农村劳动力流动转移的制度障碍，积极建立有利于农村劳动力转移的政策机制，促进农村劳动力在城乡间自由流动转移，实现劳动力资源在全国范围的优化配置。

Greatly Promote the Surplus Labor Transfers from Countries to Cities: Leaving the Homeland and Giving up the Lands

In the past 20 years,that the immense labors flow from countries to cities has greatly promoted the economy development. However, to achieve the aims of full-scale well-to-do society as well as the industrialization and citilization,the goverment should realize that the surplus labors transfer from countries to cities, during the process of which the peasants leave their hometown and give up their lands as well. Therefore,the government have to destroy any obstracles to the transfer and establish the political mechanism to promote it so as to achieve the free transfer between countries and cities and realize the optimized collocation of labors within the whole country.
