| 摘 要： | 虽然大连市农业生产已经进入都市型现代农业发展阶段，但仍然存在农民综合素质低、服务都市的功能不够健全、农业融资渠道较少等一系列问题。针对这些问题，大连市应采取发展新型农业业态、发展农业产业化经营组织、健全农产品质量安全体系、建立财政支农资金稳定增长机制、促进农产品出口贸易持续增长等措施。
