服务行政视阈下的政府职能第二次转变

建国以来我国政府职能经过两次大的转变：第一次是1978年由以政治统治职能为主向以经济建设职能为主的转变，第二次就是当前正在进行并将继续深化的、由以经济建设职能为主向以公共服务职能为主的转变。政府职能的第二次转变，是我国经济、社会、法治发展的必然。这次转变，在理念层面上以服务理念为第一要义，在运作层面上以协调推进行政管理体制、经济管理体制、社会公共事业管理体制等各方面改革来推动政府职能转变。

The Second Transform of the Government's Function under Serving Administration

Since the founding of the People's Republic of China,the function of the government has changed twice.The first transform is from ruling to economic construction in 1978 and the second is from economic construction to public service,which is now going on.The second transform of the government's function is the inevitable outcome of the economic,social and legal development.It centers on the service in the conception level,and in the operation level,the system of the public administration,the economic management and the public goods management will have to be reformed to push the transform of the government's function forward.
