| 摘 要： | 传统的科技计划管理存在重立项和验收,轻过程的问题,导致具有较好前景的项目可能最终失败,而且造成较大的损失。因此,各地方科技计划管理部门提高了对科技计划项目过程管理与控制的重视程度。在分析科技计划项目控制内容、信息获取渠道的基础上,对科技计划项目问题产生的根源、成因进行了系统分析,并设计了相应的确定方法,据此构建了科技计划项目过程优化控制模型,旨在为科技计划项目过程管理提供有效的方法支持与决策参考。
