公共事业是一个国家或地区经济、社会赖以存在和发展的基础和必要条件,完善农村公共事业是建设社会主义新农村的第一步.建国以来长期形成的体制外供给,以及改革开放后实行的家庭承包经营的小生产组织形式使我国农村公共事业被边缘化,严重制约了农村社会经济的发展.为此,需要从多方面入手,跨越式发展我国农村的公共事业.
