| 摘 要： | 农地比较效益低下,但具有显著的外部效益.通过分析农地正外部性特征,运用西方经济学理论剖析正外部效益产生的原因,对农地正外部性内在化途径进行探讨,提出政府补贴、完善土地税收、增设农地外部效益财产权、建立农地外部效益补偿专项基金四种思路并分别进行阐述.

| Abstract: | Economic value of rural land is relatively low but its external benefit is remarkable. Applying the theory of western economics, this paper analyzes the causes for the positive externality of rural land, probes the internality approaches of the positive ex- ternality of rural land in our country, and puts forward four solutions. |
