中国房地产制度改革的内在逻辑及其发展趋势分析

摘    要:中国房地产业在过去20年呈现爆发性成长的主要原因是房地产制度改革的综合结果。房地产制度的市场化改革激发了城市居民潜在的住房消费需求,使得政府垄断了房地产开发土地的供应,并将土地非农化的巨大增值收益从农村转移到城市。经济的市场化转轨,社会的城市化转型和消费的非农化升级是推动房地产制度改革的内在逻辑。解除土地供应的政府垄断,完善房地产税收制度,形成明确的房地产业目标政策体系,将是房地产制度改革的趋势所在。
