在对外开放中维护国家经济安全

国家经济安全涉及经济制度安全、贸易安全、金融安全、产业安全、市场安全等,应在对外开放中维护和加强。对外开放与国家经济安全并不总是对立的,对外开放从根本上是有利于国家经济安全的。但当对外开放和国家经济安全之间产生冲突、原有的开放具体政策和措施损害国家的根本经济利益时,对外开放应该服从国家的根本经济利益要求,作出调整。调整对外开放的措施和具体政策,不等于回归到闭关自守的状态,也不等于排斥对外开放,而是为了更好地在对外开放中维护国家根本经济利益。

Safeguard National Economic Security in Opening to the Outside World

The author maintains that national economic security is an inevitable problem in opening up and economic globalization.National economic security involves economic system security,trade security,financial security,key industries security and market security.However,industry security and enterprise security aren't equal to economic security.Opening up is not in absolute opposition to national economic security,it will ultimately be benefit to national economic security.When there are some conflicts emerging,and the original policy of opening up harms national economic interests,we should adjust policy of opening up to safeguarded the fundamental interests of China.
