对公共管理中政府绩效考核的探析

摘    要:随着政府改革的不断深入,政府绩效考核作为一项有效的管理工具,在公共行政中受到广泛关注。政府绩效考核具有推进我国政治体制改革、监督政府行为、提高政府绩效、维护政府信誉和形象、发挥政府管理政治功能与管理功能等作用。但我国的政府绩效考核还存在着对政府绩效考核理论和实践研究不足、政府产出难以量化、政府绩效考核的规范化程度不高及政府绩效考核体制过于单一等问题。为了加强和改善我国政府绩效考核,我们应加强政府绩效考核立法,制定绩效目标和绩效计划,建立多重绩效考核体制,完善信息系统,发展电子政府,运用科学方法,将考核结果和奖惩制度联系起来等等。

Abstract:As the government reform is going further,the evaluation of government performance,an effective management tool, is attracting more and more attention in public administration.It will boost China's political system reform,supervise government behaviors,improve government performance,better the image and reputa tion of government,and increase the government's role in political management.H owever,so far the evaluation of government performance in China is still in a pr imary stage.Understandably there are some problems in the evaluation,such as ina dequate theoretical and practical research, difficult quantization of government output,low standardization,single evaluation system.In order to strengthen and improve government performance in China,we shall make relevant laws,design perfo rmance goals and performance plans,establish multi performance evaluation system s,perfect information system,develop E-government,and use scientific approaches to relate the evaluation results with punishment & reward system.
