| 摘 要： | 人的不安全行为是安全管理中最大的难点。从多年从事安全管理的实践出发，提出实施标准化作业是控制人的不安全行为，加强企业安全生产管理的最佳途径。通过对在企业中如何建立标准化作业程序，以及将标准化作业程序在企业安全管理中进行广泛推广应用的阐述，力求为企业加强安全管理提供一种有效方法。

| Abstract: | The largest difficulty in the safety management is the unsafe behavior of human being. According to many years practice of safety management, it is presented that the implementation of standard operation is the best approach to controlling the unsafe behavior of people and strengthening the enterprise management of safety production. By means of discussing how to establish the standard operation procedure and how to recommend and apply this procedure to the management of enterprise safety, one effective method has been put forward so as to enhance the safety management in enterprises. |
