基于"大部制"的流域管理体制研究

流域立法的关键在于解决流域管理体制混乱的问题,而在我国现行行政管理体制之下,包括流域管理在内的整个环境管理体制要实现根本性的改变较为困难。“大部制”改革无疑为这一问题的解决指明了出路。本文提出,应借助“大部制”对现行流域管理体制进行改革,并在此基础上对流域立法予以完善。

Basin Management System Based on Super Ministry System

The key of basin legislation is to settle the problems such as the confusion of basin management system in existence. However, in the existing administration management system of our country, it is unpractical to change the whole environmental administrative system including the basin management fundamentally. This article tries to construct the basin management system by the way of super ministry system innovation. On this basis, the basin legislation is improved as well.
