| 摘 要： | 地方政府债务在促进地方经济发展的同时，也会加重地方财政负担，导致财政风险。造成地方政府债务风险的主要原因有地方政府举债过度、项目管理不到位、项目实施效果不佳、偿债机制不健全、还款资金来源不落实等。防范和化解地方政府债务风险应采取建立健全政府债务管理体制，创新政府债务偿债机制，建立健全政府债务预警机制，建立健全政府债务担保机制，加强项目管理等措施。
