我国行政审批制度改革的力场分析与突破策略

Force Filed Analysis of the Administrative Examination and Approval System Reform in China and Breakthrough Strategies

Administrative examination and approval is a prepositive management tool used by the government to allocate the market and social resources. In order to build an approval system which can be compatible with socialist market economy, decision-makers intend to reach this goal by reducing projects, standardizing approval procedures, achieving system innovation and promoting law-based administration. According to the force filed analysis theory, there is driving force and restraining force in the process of administrative examination and approval system reform due to the redistribution of interests to those related subjects. By analyzing the interest orientation of decision makers, executives, subjects to regulatory and consumers can we know the strength of the driving force and restraining force, and also we can calculate the direction of the institutional transition. For the sake of making the reform be implemented smoothly, it is also important to understand the presence of the restraining forces and to seek appropriate strategies for breakthroughs.
