| 摘 要： | 加快建立与经济社会发展水平相适应的、覆盖所有城乡居民的、城乡接轨、城乡一体的社会保障体系,对于实现城乡经济社会协调发展有着非常重要的意义。如何建设城乡一体化的社会保障制度,是一项系统工程,需要:1.夯实物质基础;2.克服薄弱环节;3.找准突破口和切入口;4.建立基本模式;5.建立长效机制,这样循序渐进地推进。
