政府介入社保体系的经济学分析及启示

我国的社会保障制度改革正在稳步推进之中,政府在这一过程中扮演了一个相当重要的角色。讨论政府与社会保障的关系,不仅是我国行政体制和经济体制改革的需要,而且也是社会保障制度改革中迫切需要研究的重要课题。本文通过引入公共政策分析、制度经济学分析探讨政府介入社会保障体系的理论依据,并结合我国的实际,分析社会保障制度改革过程中的成功经验与制度缺陷,以期为下一步的社会保障制度改革提供一些理论与实践上的借鉴。

Economics Study and Implication on Government's Intervening Social Security System

The reform of Chinese social security system is steadily promoting, and our government plays a relatively important role in that process. Discussing the relation between government and social security, is not only the need for the reform of Chinese administration and economic system, but also an important issue which is urgently needed research on the process of social security system reform. This article discusses the theory foundation of government' s intervene in social security system through introducing public policy and system economics analysis, sums up the successful experiences and system flaws of Chinese social security reform through combining with Chinese particular situation, and hopes to provide some practical and theory guides for the next reform .
