农村公共服务绩效评价指标的维度选择与体系构建

究竟应该采用何种维度来测量农村公共服务的绩效？目前还没有一个明确的答案。本文通过回顾公共管理领域内主客观绩效测量方法L的争论，认为主客观性不能作为区别使用机构数据和农户评价数据的充分条件，我国农村公共服务的协同供给格局和有效供给目标也要求农户作为绩效评价平等主体的参与。在农村公共服务绩效评价指标体系中，同时纳入机构和农户评价两个维度，将有助于完善评价内容、引导评价目标以及综合农村各方利益。

Dimensions of Indicators of Rural Public Service Performance Evaluation

This paper attempts to select dimensions of the rural public service performance evaluation indicators.The results show that subjectivity and objectivity cannot be used as the sufficient conditions that differentiate agency survey data and farmer survey data.Meanwhile,it is China’s rural situation and target of effective public good supply which also asks farmers to be equal with government in performance evaluation.We thus suggest using agency survey data and farmer survey data as two equal dimensions in the rural public service performance evaluation indicator system.
