网络型公共基础设施产业比较:对电信业的借鉴

我国电信业改革已经取得了重要进展,成果显著,但仍然存在一些问题,需要继续进行深层次改革。借鉴国际和国内同属于网络型公共基础设施的电力、自来水、煤气和铁路等产业改革和发展经验教训,从经济技术特征、改革路径、发展绩效等角度对这些产业进行比较分析,提出了电信业制度、产权、机制和技术创新等方面的改革建议。

A Comparative Research on Public Infrastructure Industries with Network:Reference for China's Telecom Industry

Reform of information industry of China has made important progress and obtained remarkable achievements. However,it still exists many problems requiring in-depth reform.Experiences from abroad,lessons and experiences from domestic public network infrastructure industries such as power,water,gas and railway are worth using for reference.Com- paring these industries from the angles of economic and technological features,reform routes and development perfor- mance,proposals are put forward which involve reform on telecom system,property right,mechanism and technological in- novation etc.
