财政支农、基本公共服务均等化与城乡收入差距调节——机理、问题与路径

城乡收入差距调节是当今中国经济发展过程中统筹城乡发展、构建和谐社会所面临的重点和难点，改善农村基本公共服务、实现城乡基本公共服务均等化被赋予了重要性和时代性的内涵．成为缩小城乡收入差距的重要路径。本文通过阐述财政支农、基本公共服务均等化与城乡收入差距调节的内在机理，发现农村基本公共服务宏观、中观和微观层面存在的问题是制约城乡基本公共服务均等化和缩小城乡收入差距的关键。通过建立城乡统筹的基本公共服务供给制度，完善公共财政体制，健全农民需求偏好的表达机制，有助于解决农村基本公共服务中存在的诸多问题，推动城乡基本公共服务均等化的进程，并最终实现调节城乡收入差距的目的。

Financial Support to Agriculture, Basic Public Service Balance and Adjustment of the Income Gap between Rural and Urban Areas

Adjustment of income gap between rural and urban areas is an important as well as difficult problem in the development of constructing harmonious society;the only way for China to minimize the gap would be improving basic rural public service,realizing service balance between rural and urban areas.The paper discusses the problems and puts forward the countermeasures in the process of constructing the new socialism harmonious society.
