公共行政的公共利益追求及其伦理诠释

人们对什么是公共利益的理解并不相同，问题产生的原因在于：现实生活中公共利益付出与享有往往存在不对称的情形；公共行政实践上公共利益自身定位与边界确定较难；公共利益的表现形式具有多样性特点；公共利益是人为的一种工具性设定而非具有普世性的道德地位。深人探究并诠释这一问题的实质，需要明确公共利益既不能等同于公众利益，亦不能等同于共同利益，它只能而且必须与个人利益形成辩证统一关系。唯此才能在公共行政领域确定对私人利益的尊重以及放弃公共利益的道德优先地位，最终实现公共利益的增进与实现并完成公共行政治理的根本任务。
