| 摘 要： | 初次分配不只是具有提高效率的功能，而且也有促进公平的作用；再分配注重公平，但是也不能忽视它的效率效应。通过不断完善市场、促进市场均衡和健全法律、法规，初次分配在提高效率的同时，能够促进公平；再分配在促进公平的同时，因为能够调动劳动者的积极性，也能发挥它的效率效应。

| Abstract: | Primary distribution has the function of improving efficiency as well as of promoting fairness. Redistribution pays atten tion to fairness but cant neglect efficiency. So market should be kept in balance and laws and regulations should be perfected in order to fulfill the function of primary distribution and redistribution. |
