黑龙江自贸试验区口岸与载体城市经济协调发展实证分析

利用耦合评价模型,分析了2010-2018年黑龙江地区的三个自贸试验区口岸与载体城市经济协调发展情况。研究表明:哈尔滨自贸试验区口岸与载体城市经济协调水平不断提升,两系统间综合发展水平的不断上升使得耦合协调发展水平在2018年达到了优质协调发展型;绥芬河自贸试验区口岸与载体城市经济的耦合协调发展表现出先上升后稳定在良好协调发展水平,两系统表现出由载体城市经济带动口岸增长的协调发展态势;黑河自贸试验区口岸与载体城市经济协调发展呈现出先上升后下降再上升的态势,系统间综合发展速度失衡使得口岸与载体城市经济的协调发展水平增长较为缓慢。因此,为促进自贸试验区口岸与载体城市经济协调发展,要大力发展对外贸易,促进口岸经济发展,建立自贸试验区口岸与载体城市经济的协调发展模式。

Empirical Analysis on Coordinated Development of Port and Carrier Urban Economy in Heilongjiang Free Trade Zone

Using the coupling evaluation model,this paper analyzes the coordinated development of port and carrier city economy of three pilot free trade zones in Heilongjiang Province from 2010 to 2018.The results show that:the level of economic coordination between the port and the carrier city of Harbin pilot free trade zone is constantly improving,and the comprehensive development level between the two systems is constantly rising,which makes the coupling coordinated development level reach the high-quality coordinated development type in 2018;the coupling coordinated development of the port and the carrier city economy of Suifenhe pilot free trade zone first rises and then stabilizes at a good coordinated development level It shows the coordinated development trend of port growth driven by carrier city economy;the coordinated development of port and carrier city economy in Heihe pilot free trade zone shows the trend of first rising,then declining,and then rising;the imbalance of comprehensive development speed between systems makes the coordinated development level of port and carrier city economy grow slowly.Therefore,in order to promote the coordinated development of the port and carrier city economy in the pilot Free Trade Zone,we should vigorously develop foreign trade,promote the economic development of the port,and establish the coordinated development mode of the port and carrier city economy in the pilot free trade zone.
