我国半导体显示产业财政补贴效应及研发效率研究

本文对我国半导体显示产业财政补贴效应和研发效率进行研究,分析了财政补贴对企业自主研发投入的诱导效应以及研发投入与研发产出之间的关系,探讨了显示面板集成企业和上游企业财政补贴对自主研发投入诱导效应的异质性和研发效率的异质性,同时研究了财政补贴对企业自主研发投入的滞后性以及研发投入对研发产出的滞后性。研究发现:财政补贴对企业自主研发投入具有明显的诱导效应;企业研发投入和研发产出显著正相关;财政补贴对上游企业自主研发投入的诱导性强于面板集成组装企业;财政补贴对企业自主研发投入的影响以及研发投入对产出的影响均具有一定的滞后性。本文为提升我国半导体显示产业竞争力提供了政策参考,对我国其他高科技产业的发展和产业政策的制定具有一定的参考借鉴意义。

Research on Government Subsidy Effect and Research Efficiency of Semiconductor Display Industry in China

This paper researches on government subsidy effect and research efficiency of semiconductor display industry in China for the first time,including government subsidies􀆳inductive effect on enterprises􀆳investment on independent researches and relationship between research input and output.This paper also analyses the independent research investment inductive effect hetero⁃geneity and research efficiency heterogeneity concerning government subsidies on display panel integration enterprises and upstream enterprises,government subsidies effect's hysteresis on enterprises independent research investment,and the hysteresis between re⁃search input and output.The results show that government subsidies have obvious inducement effect on enterprises􀆳independent re⁃search investment,enterprises􀆳research input and output are significantly positively correlated,government subsidies have a stron⁃ger inductive effect on independent research investment of upstream enterprises than panel integration and assembly enterprises,and the effects of government subsidies on enterprises􀆳independent research investment and the effects of research investment on output are lagging behind.This study provides policy reference for improving the competitiveness of China's semiconductor industry,and has certain reference significance for the development of other high-tech industries and the formulation of industrial policies in China.
