重庆“城中村”改造中征地农转非人员社会保障政策研究

目前，我国农转非人员享受的社会保障政策主要有城市低保、储蓄式养老、城乡新型合作医疗保险以及基本养老保险政策。这些政策能在一定程度上解决农转非人员的部分社会保障问题．但农转非人员吃低保比城市人口困难，城乡新型合作医疗、储蓄式养老保险和新的基本养老保险政策也都存在缺陷。不但应完善现有社会保障政策、征地补偿政策以及城市郊区征地管理制度，还要促进农村集体经济向城市融合，发挥集体经济对农转非人员的保障作用。
