论金融监管的公众认同

金融监管的公众认同是社会公众对于金融市场的治理及其效果的认可和接受。公众认同之于金融监管，具有重要的作用和意义。但在当下中国，金融监管的公众认同面临监管主客体之间存在信任障碍、威权管制模式不适应金融监管发展趋势、忽视金融消费者保护、金融排斥问题严重等现实障碍。因此，金融监管公众认同的实现路径有赖于社会资本和制度资本的共同作用。一方面，通过引入社会资本理论，化解金融监管的理念困境，扩展监管思路；另一方面，通过完善和设计制度资本以弥补社会资本的缺陷和不足。

On Public Recognition of Financial Regulation

Public recognition of financial regulation is the public＇s approval and accept- ance of the governance of financial market and its effects, and public recognition is of great value to financial regulation. But in contemporary China, public recognition of financial regu- lation faces some realistic obstacles such as the trust barriers between regulatory subject and object, the maladjustment of authoritarian control model and the development trend of finan- cial regulation,the neglect of the protection of financial consumers, and the serious problem of financial exclusion. Therefore, the realization of public recognition of financial regulation depends on the common role of social and institutional capital. On one hand, it can introduce the theory of social capital to solve the dilemma of financial regulation and expand regulation thinking; on the other hand, the completion and design of institutional capital can compensate for the shortcomings of social capital.
