构建新疆农业投入增长机制研究

当前农业和农村发展面临的最大难题是资本投入不足。本文通过对农业投入困境的分析，得出二元结构及财力不足使得地方政府投入不足，农业比较利益低使社会资本撤离农村，农民由于低积累而无力投入。因此，构建农业投入增长机制首先在于依法保证并加大财政投入，以政策倾斜吸引和鼓励社会资本及农民跟进。

On Building Growth Mechanism of Agricultural Inputs in Xinjiang

One of the biggest challenges that current agriculture and rural development is facing is the shortage of capital investment. The dual structure and insufficiency of financial resources make investment of local government inadequate. Social capital withdraw from rural areas bccausc of comparatively low profits of agriculture ,and farmers lack the ability to invest due to the accumulation. Therefore, to build the growth mechanism for investment in agriculture, first and foremost, government should ensure and increase the financial input in accordance with the law, then make policy preferences to attract and encourage social capital and subsequent follow - up of farmers.
