水利工程项目综合效益货币化评估——以南京市长江河道二期整治工程项目为例

水利工程后评价现有研究主要侧重于国民经济直接效益的测算,对综合效益货币化评估研究有所欠缺,基于此,以长江河道南京段二期整治工程为例开展综合效益货币化评估研究,以期为其他水利工程项目综合效益货币化后评价提供借鉴。在确定长江河道南京段二期整治综合效益覆盖的空间范围基础上,从经济效益、社会效益、生态效益三方面构建综合效益货币化后评估指标体系,结合整治岸段的具体特征,区分直接经济效益、间接经济效益以及社会效益、生态效益等方面,分别确定评估方法,并形成综合效益货币化后评估"矩阵"。评估结果表明长江河道南京段二期整治综合效益为21.92亿元,是实际投资的5.03倍,其中,非防洪效益是防洪效益的6倍多,可见长期以来水利工程实施的外部性效益被忽略了。为此建议:一是修改完善《大型水利工程后评价实施暂行办法》和《水利工程建设项目后评价报告编制规程》;二是探讨建立更加科学的水利工程投资回收机制;三是科学开展河道整治及有关水利工程建设规划。

Evaluation of monetary of comprehensive benefits of water conservancy project A case of Phase-II of Yangtze River Course Training in Nanjing City

In China, post project evaluation of water conversancy project concentrates more on its direct benefits to national economy, but lacks of study on monetary aspect of its comprehensive benefits. A case study is con- dueted for monetarise the comprehensive henefits of Phase-II of Yangtze River Course Training in Nanjing City. A post evaluation index system with three factors of economic, social and ecological benefits is built. Evaluation method and matrix of post evaluation after benefit monetarising ar~ defined on the basis of separating direct and indirect economic benefits and social and ecological henefits. The result shows that the comprehensive benefits of this project reaching to 2.192 billion yuan which is 5.03 times of the actual investment, among which non tlood control benefit is six times of flood control benefit. It is found that the extending benefits of water conservancy project have hmg been ignored. Thus it is suggesled to complete the Interim Provisions of Post Project Evalua- tion of large Water Conservancy Project and Guidelines for Preparation of Post Project Evaluation Report of large Water Conservancy Project, make more studies on investment recovery mechanism and conduct planning and pro- gramming of river course training and water project construetion in a seientific manner.
