技术异质性与大学知识创新效率评价研究

摘    要:为了全面发展大学知识创新能力,为地区经济发展提供动力,有必要深入探索我国省区大学知识创新效率水平,缩小大学知识创新能力差异。基于技术异质性视角,利用2005-2013年大学统计资料,结合BCC模型和Meta-frontier效率函数,对中国内地30个省区(东中西三大区域)大学的知识创新效率进行测度与分析。结果发现:仅用BCC模型测算时,知识创新效率呈西部、东部、中部排列。考虑技术异质性,加入共同边界效率函数分析时,共同技术比率呈东部、中部、西部排列,而东部地区更接近知识创新共同技术生产边界。未来应提高东部大学资源利用效率,加大对中西部大学的科研资源和技术输入,以便统筹全国知识创新效率和谐发展。

Abstract:In order to develop national university innovation capacity and provide the impetus for economic development of the region, it is necessary to explore university innovation capacity of the different provinces, allocate resources and narrow the differences between regions. This paper calculate and analyze university innovation efficiency of 30 Chinese provinces in mainland China, based on the 2005-2013 universities statistics, combining BCC model with Meta frontier efficiency function. This empirical study finds: By using BCC model, the efficiency of knowledge innovation is ranking as follows: Western region, eastern region and central region. When Meta frontier function model was added, MRT was ranking as follows: Eastern region, central region and western region. The knowledge innovation efficiency of the west regions is slightly worse than the Midwest.,while the west region is closer to the Meta-frontier of knowledge innovation. It is necessary to improve resource utilization efficiency in the east region and increase research resources inputting in the Midwest universities so as to balance the development of the national university innovation efficiency.
