产业结构均衡的决定及其测度：理论解释及验证

本文将产业均衡结构界定为经济资源和生产技术既定时，国民收入达到最大时的产业结构。产业均衡结构实现的条件是：各产业的相对劳动一收入比都等于1。其经济特征是：（1）劳动力市场和产品市场都出清；（2）产业之间没有营业利润，收入公平；（3）要素、产品供求结构一致，经济总量达到最大值，实现了生产和交换的帕累托最优状态。本文设计了能测定产业结构均衡度的指标，结合我国经验进行了实证，并提出了相应的政策建议。
