| 摘 要： | 生态补偿资金经常性的缺乏无法满足日益增长的生态补偿需求,建立系统的筹融资渠道不仅是生态补偿资金的重要来源,而且是逐步摆脱“输血式”融资的需要.为此,应改进三江源彩票、发行三江源债券；建立国际合作机制,争取国际资金；实施碳汇交易；征收三江源生态补偿税.

| Abstract: | The money was not enough for ecological com- pensation which cannot satisfy the growing ecological com- pensation needs, file establishment of the system for financ- ing mode is not only an important source of ecological com- pensation funds, but also can help us gradually get rid of the ＂blood transfusion＂ financing needs..Article analyzes the present situation of the ecological compensation suggests, find out the main existing problems, put forward suggests futther development ideas for ecological compensation. |
