| 摘 要： | 由于信息的不对称和外部性，使得市场和政府在公共产品的提供上都出现了失灵，非营利组织作为一种科层选择在一定程度上弥补了市场和政府的不足，但导致市场和政府失灵的信息不对称和外部性仍然困扰着非营利组织。如何构建有效的非营利组织公共责任机制，使代理人来维护委托人的利益就显得十分重要。

| Abstract: | The asymmetry and externality of the information make the market and the government failed in supplying public goods. The non-profit organization, which is the result of the bureaucracy selection, can cover the deficiency of the market and the government. But the asymmetry and externality of the Information still feaze the non-profit organization. It is important to construct an effective public duty and realization mechanism of non-profit making organization and make deputy safeguard the interests of client. |
