论工程移民后期扶持与可持续发展

2006年国务院正式将“实现库区和移民安置区经济社会可持续发展”确立为大中型水库移民后期扶持的工作目标。文章以大中型水利水电建设项目为例，分析了工程移民可持续发展面临的问题及成因，提出了围绕核心、重构移民安置规划；综合评价、科学确定后期扶持期限；完善制度、充分筹集资金；分类扶持、有效整合多种手段等工程移民可持续发展的后期扶持对策措施。

Post-relocation Support and Sustainable Development of Reservor Immigrants

In 2006, State Coucil formally enlisted To Realize the Sustainable Economic and Social ？ Development of Reservoir Area and Immigrants Settlement Area as the working target in post-relocation stage in order to support the immigrants caused by the construction of large and middle size reservior. This paper takes the construction of large and middle size hydro-electric ？ projects ？ as examples to analyze the problems and root-causes surrounding the substainable development of reservoir immigrants, and puts forward a series of post-relation support policies and various measures such as core-related guiding principle, optimize the relocation planning for affected population, comprehensive evaluation and scientifically define the lasting period of post-relocation support, improve the system, raise enough fund, support based on different catagorization and effective integration.
